Admin Assistant cum Procurement Assistant

The Vietnamese-German University (VGU) is a Vietnamese state university. Founded in 2008, VGU is based on a close cooperation between the Federal Republic of Germany and the Socialist Republic of Vietnam, with the goal to become the leading research university in Vietnam and the region.

VGU´s strategy is to implement excellent German study programs in the fields of engineering, natural science, economics and customize them to the needs of Vietnamese higher education. Admin Assistant cum Procurement Assistant 

Responsibilties
– Carrying out the reception work of the project, assisting the project’s consultants during their working time with VGU Project Management Unit (VMU); Working in teams with foreign specialists and partners when required by VMU leaders;
– Supporting relevant units of the project to ensure smooth and effective implementation of the project‘s activities;
– Coordinating with the administrative staff of VGU in affixing seals to VMU’s documents in accordance with the regulations of the state; Managing and storing documents, letters and other related materials;
– Compose and keep as archives of procurement documents;
– Support to prepare bidding related documents under the forms regulated by the World Bank (WB) and/or Vietnam’s Law on Procurement;
– Participate in the evaluation of bids, preparation of evaluation reports and explanation reports for WB and other reports;
– Support to prepare and check contracts before being signed by VGU’s authorized person;
– Follow up on contract execution and monitor the hand-over of goods, services and other work;
– Hand-over all procurement documentations to Finance Unit for payment;
– File, maintain all procurement records and make these available for World Bank’s supervision, the examination of project auditors and other public parties;
Qualifications and Requirements
– Bachelor degree, preferably majoring in Economics, Business Administration, Foreign Trade or related field of study;
– Knowledge/experience in Law on Procurement and bidding regulations in the public sectors of Vietnam is a plus;
– Knowledge/experience in the World Bank’s Guidelines on Procurement and Consulting Services is a plus;
– Good in English;
– At least 3 years of working experience in purchasing goods, import-export, or procurement;
– Experience in Higher Education would be an asset.

Lab equipment coordinator cum lab equipment engineer

The new campus of the Vietnamese German University is planned to be Vietnam’s most modern campus in terms of design, but also in terms of its facilities that will create an ideal learning and working environment for students, lecturers and staff alike. Covering a total area of 50 hectares, the new campus will be located 40km from Ho Chi Minh City, in the New Urban area of My Phuoc, Thoi Hoa Commune, Ben Cat District in Binh Duong Province.

To support the Project Management Unit (VMU), we are looking to fill the following full-time position with a qualified and experienced candidate as soon as possible.

Lab equipment coordinator cum lab equipment engineer

Responsibilties

– Work closely with Faculties to collect the information of study programs;

– Coordinate with Deans, directors of research centers and academic coordinators to develop equipment lists, investigate prices of equipment in the market and estimate the investment budget;

– In some cases, collaborate with German potential partner Universities in identifying lab equipment for new study programs;

– Coordinate with related Faculties/ programs to estimate and layout spaces need for laboratories/ workshops to install equipment and evaluate the use efficiency of laboratories after investment;

– Update and manage of list of equipment invested for each study program;

– Work closely with external technical consultants and Procurement unit to define technical specifications of equipment for all study programs of VGU;

– Work closely with VMU’s procurement and financial team to prepare procurement plan and bidding documents;

– Participate in evaluating the bidding documents/ quotations of the suppliers;

– Follow up the after-sale services of all equipment procured;

– Perform special projects and assignments as requested by the Director of VMU;

– Compile reports related to laboratory equipment;

Qualifications and Requirements

– Master degree in engineering with a background in electrics, electronics and/or mechanics, civil, environmental technology, material sciences. Holding Ph.D is a plus;

– Having a comprehensive understanding of the Law on Procurement and bidding regulations in the public sectors of Vietnam will be seen as an asset;

– Fluently speak in English and Vietnamese (German is a plus)

– Especially in MS Office and desirably in Project Management Software;

– At least 5 years’ experience in laboratory management and operation at the university. Experiences in procurement, project management and financial management, especially in higher education and ODA projects funded by the World Bank, are plus;

Responsibilities

Prepare Student Account Receivable reports and take collection action.

Provide guidance and calculating the applicable tuition fee, status fee or other fee applied to VGU students then announce to them for each semester.

Collecting of tuition fee, dormitory/bus fee and other fees by bank account as well as cash, follow – up and sending reminders for late payers.

Follow – up and make payment for students who are receiving merit and allowance scholarship from VGU as well as Germany University each semester.

To make cash payment voucher and cash receipt voucher.

File documents: Cash receipt and cash payment voucher.

Reporting tuition fee by revenue center.

Monthly reconcile bank statement with tuition fee accounts.

Report collection of fee from students i.e. dormitory and bus fee.

Balance all the collected fee in VGU accounts. Monthly check and transfer tuition fee to State treasury as current regulation.

Monitoring the revenue deducted and the Withholding tax (if any)

Monitor the use of Registered Receipt and Invoice

Other professional tasks as required by supervisors.

Civil Engineer

Responsibilities

Update the Project Planning Data for zone 1 based on the approved Technical Design drawings/ reports.

Check and summarize the information provided by IT and Library consultants then provide necessary technical requirements and input data of zone 2 to the Designer.

Working in close cooperation with University Laboratory Consultant and Lab Equipment Coordinator in order to provide proper technical requirements of laboratories and specification of equipment (zone 3) to the Designer.

Inform and consult the Project Director and Presidential Board about arising or potentially arising issues during project execution.

Check and make comments on Technical Design of zone 2 and follow up if all requirements from VGU are proceeded in the design documents as well as at the site.

Conduct field visits to monitor, supervise and evaluate construction activities.

Document all activities on an intranet-based collaboration platform.

Requirements

At least Bachelor’s degree in civil engineer and/or related fields.

Have at least 3 years of professional experience in planning, monitoring, supervising and evaluating construction, related works, thereof at least 2 years in an international company or university development project.

Knowledge of World Bank procedures and government procedures relating to management of an ODA project would be an asset.

Good proficiency in English and Vietnamese and the ability to clearly communicate and report in these languages.

Access Management

IT infrastructure definition:

  • Evaluate and consolidate IT needs of VGU administration and departments

  • Support VGU Project Management Unit (VMU) to prepare bidding document and implement procurement for ICT infrastructure and application
  • Evaluate and select hard- and software components (including providers)

IT operation

  • Set up and supervise day-to-day IT operations
  • Assign related staff to take over responsibilities for specific IT areas and processes
  • Define agreements with external service providers for approval by VGU’s Presidential board and supervise day-to-day operations

Process implementation and management

  • Define, implement and run IT support for VGU administrative processes
  • Set up support processes for research groups and other departmental IT needs

Training and development of IT staff

Job Description and Responsibilities

In the role of a lecturer, you will teach undergraduate courses under the Mechanical Engineering (ME) program and graduate courses under the Global Production Engineering and Management program (GPEM).  The classroom time will be at a maximum of an average of eight (8) academic hours per week.

Teaching comprises lectures about:

  • Planning concepts and methods – for factory design, production programs, material requirements, production processes, lot sizes, dates and capacities, sequencing, order release, order control.
  • Factory organization – potentials for economization resulting from the interactions between product, operating material and organization of facilities and their peripherals as well as the consistent implementation of innovative technology and forms of organization.
  • Sustainable Manufacturing – creation of processes that minimize negative environmental impacts while conserving energy and natural resources and enhance well-being and prosperity of local and global communities.

As a faculty member of a research-oriented university, the candidate should be able to contribute to the program development and scientific profile of VGU through creative teaching and innovative research. This includes and is not limited to comprehensive activities in basic research as well as applied research and development. The ability to apply and generate externally funded research projects is highly desirable.

Relevant fields of research include and are not limited to global sustainable value nets, production systems, digital factory, resource efficiency and effectiveness, material and product cycles, leadership and qualification.

The candidate is also responsible for supervising bachelor and master theses and mentoring, leading PhD students to doctoral degrees.

Candidates must hold a PhD and have a strong background in research. Lecturers meeting our requirements will become part of an extensive network of German and international universities and research institutes

Job Description and Responsibilities

In the role of a lecturer, you will teach undergraduate courses under the Mechanical Engineering (ME) program and graduate courses under the Global Production Engineering and Management program (GPEM).  The classroom time will be at a maximum of an average of eight (8) academic hours per week.

Teaching comprises lectures in:

  • Quality Management – Quality circle and product development process, standardization, probability calculus and statistics, techniques of quality management, quality controlling, total productive maintenance, product liability, total quality management.
  • Metrology – measurement systems, traceability, statistics, proficiency testing, calibration, software verification and validation.

As a faculty member of a research-oriented university, the candidate should be able to contribute to the program development and scientific profile of VGU through creative teaching and innovative research. This includes and is not limited to comprehensive activities in basic research as well as applied research and development. The ability to apply and generate externally funded research projects is highly desirable.

Relevant fields of research include and are not limited to preventive maintenance, production-integrated metrology, machine-oriented quality control loops, quality management systems and computer-aided quality management, long-term quality, information quality, quality management in collaborative networks, quality assurance in the innovation process.

The candidate is also responsible for supervising bachelor and master theses and mentoring, leading PhD students to doctoral degrees.

The teaching, research and working language at the VGU is English.

Qualifications

Being a joint effort of Vietnamese and German institutions, VGU follows the successful German model and standards concerning the academic and administrative structure. VGU is now recruiting full-time lecturers with PhD, who have a strong background in research. The teaching workload will be limited to an average of 8 periods/ week. VGU expects its lecturers to establish their own research fields, supported by attractive start-up endowments. Our lecturers get personal tutoring by experienced scientists from Germany and VGU, and will have access to our strong network of German universities and research institutes. Full-time Lecturer (with PhD) in Machining Processes and Manufacturing Technology Job Description and responsibilities The successful candidate will be a subject matter expert in machine tools and manufacturing technology, and able to teach and do research in the field. Teaching comprises lectures about manufacturing processes, including primary shaping, material forming, cutting, joining, coating, changing material properties pursuant DIN 8580 with special focus on: Conventional metal cutting processes, like turning, drilling, milling, grinding, honing, plastic injection moulding and new machining technologies like electrical discharge machining, electrochemical machining, electron/laser beam machining and additive manufacturing and should reflect current research. Recent fields of research include machine tools for high-speed and high-performance cutting, micromachining, virtual machining processes and new machining technologies like electrical discharge machining, electrochemical machining, electron/laser beam machining and additive manufacturing. Teaching should reflect current researches. The candidate is expected to contribute to the development of the MSc. program Global Production Engineering and Management with the study program coordinator and the German partner university TU Berlin. The candidate should significantly contribute to the scientific profile of VGU. This includes comprehensive activities in fundamental as well as applied research, also in cooperation with industry in Vietnam. Generating externally funded research projects, supervising bachelor and master theses and leading PhD students to doctoral degrees is essential. The language for lectures and research at VGU is English. Relevant qualifications Candidates must hold a PhD in any case; professor title will be a plus. Prerequisites for the recruitment are an outstanding academic record with focus in Machining Processes and Manufacturing Technology or other areas closely related to it, including publications in international, peer-reviewed journals, an excellent doctorate, as well as proven teaching experience. The candidate must have excellent proven English speaking and writing abilities. The demonstrated ability to secure external funding and experience in guiding PhD students is desirable. The candidate should also show management skills. Candidate with doctor title from well-known international universities, especially in Germany will be favored. First-hand experiences with the German higher-education system are a plus. Lab Engineer in Control Engineering & Automation

Electrical Engineering & Information Technology (EEIT) study program at Vietnamese-German University invites applications for the Lab Engineer position in Control Engineering & Automation. The candidate is expected to manage his/her own laboratory and contribute to the development of the EEIT program in coordination with the Academic Coordinator of the EEIT study program and the German partner university – Frankfurt University of Applied Sciences. This includes comprehensive conduction of hands-on laboratory sessions and proper laboratory equipment management. The teaching and working language at VGU is English.

Reponsibilities

1. Manage the Control & Power Engineering laboratory

Maintain and manage laboratory equipment, materials and computer systems through the regular service and repair ;

Manage laboratory consumables and purchase requests with approval from the academic coordinator;

Organize and keep inventory and logbook of all laboratory equipment and materials;

Responsible for managing conditions of the laboratory equipment and materials, reporting any incidence occurred in a timely manner to the academic coordinator and responsible for the loss of any equipment/material or part of it. Partially responsible if the loss happened due to the other person as specified by the laboratory logbook;

Perform acceptance tests of the new equipment;

Implement and maintain laboratory safety regulations;

Support the scheduling of teaching laboratory classes;

Prepare experimental set-ups for teaching laboratories;

Supervise students conducting laboratory experiments as a part of teaching module as indicated by the EEIT module handbook;

Cooperate with other laboratory engineers and support other EEIT laboratories as assigned by the academic coordinator;
Ensure laboratory equipment efficiency and safety;

Prepare the laboratory evaluation reports to the University;

2. Support the faculty’s teaching and research activities

Assist faculty members in EEIT and Foundation Year teaching activities;

Proctor examinations ;

Prepare and conduct lab sessions for Control Engineering, Automation, Fundamentals of Power Engineering and other related modules as assigned by the academic coordinator ;

Ensure the availability of classroom equipment for teaching (e.g. computers, software packages);

Provide and/or update teaching material in cooperation with the responsible lecturer and coordinator;

Work on the assigned research project(s) in coordination with the research supervisor in the fields of Control Engineering & Automation;

Assist students in Foundation Year workshops, research projects and bachelor theses as assigned by the supervisor and academic coordinator;

Coordinate the assigned group of students to prepare EEIT demonstrations and provide laboratory tour for public VGU events such as Student Recruitment event, High School visits, VGU Open Day, VGU Opening and Graduation Ceremonies, visits of industrial companies and academic institutions;

Contribute to research publications and presentations in agreement with the research supervisor;

Attend internal research seminars in agreement with the supervisor and coordinator;

Attend external workshops and national/international conferences given (i) the Laboratory Engineer contributed to the  presentation and participated in the research conduction thoroughly; (ii) agreement of the supervisor; (iii) sufficient VGU research funding or funding acquired by the supervisor; (iv) approval of the scientific committee organized by the Faculty of Engineering;

Qualifications and Requirements

Bachelor degree in Electrical Engineering in a well-known university, good GPA (preferably 7.0 and above).

Knowledge of basic concepts of control engineering and automation.

Hands-on practical experience with PLC programming, computer-based controls SCADA systems, and machine building.
Work experience in industrial automation and controls. Necessary skills to design, test and provide support for automation systems, equipment and machinery.

Desirable but not mandatory: basic understanding and practical experience in power engineering.

Problem-solving skills, demonstrated in successful completion of engineering design projects. Good general and practical knowledge of engineering and science, especially electrical engineering and physics.

Ability to set up, organize and conduct laboratory experiments for students and to supervise them.

Practical engineering experience is considered an advantage.

Committed to work on a long-term basis, careful, hard-working.

Strong communication and language skills in order to facilitate EEIT’s hands-on teaching approach and to support project work in teams.

Lab Engineer in Computer Science
Manage Computer Science laboratories including maintenance and organization of laboratory equipment. Tasks include installation, configuration, monitoring, maintenance, and support for servers, clients and networks in the Computer Science Program.
Responsibilities
Administrate clients, servers and network according to teaching necessities.
Install, configure, maintain infrastructure services, as well as software that may have been installed or could be installed at the request of lecturers.
Installation and management of network infrastructure (switches, routers).
Installation and management of basic client images (Windows and Linux).
Support Computer Science for its web page development and maintenance.
Develop and implement new services for CS students.
Requirements
Bachelor degree in Computer Science or Computer Engineering.
Windows system administration skills, Routing and switching knowledge.
Fluent English writing & verbal skills.

Experience in Linux system administration and with open source software.
